Who can use this service?
The Training Marketplace is for government teams who want training to build better digital skills. This covers local, state, territory or federal government based services.
What does this service do?
The Marketplace helps buyers create and post training opportunities based on their specific needs.
What training can you get?
Registered buyers can specify their own requirements or use the learning design standards (LDS) as a guide to source training. The LDS units cover:
You can also source training in any other capability if it relates to delivering a digital service for government.
What will you get back?
You’ll receive responses in the form of written proposals, costings and trainer résumés. You can download these once the opportunity has closed.

How much does it cost?
There is no cost to create an opportunity and use this service. The only cost will be from the training provider you choose.
Who can respond to opportunities?
Only sellers approved to offer training, learning and development services can respond to your opportunity on the Digital Marketplace Panel (SON3413842).

Buyers can specify which sellers can respond. Check the seller catalogue and enter the business contact’s email address when you create your opportunity. The Marketplace will send a notification to these sellers once you publish the brief.
Keep in mind, we aim to review and assess sellers within 2-weeks, but it can take longer.
How long does it take?
You can set how long you want your brief to be open for. We recommend giving sellers 2 weeks to prepare a proposal. If your procurement team publishes the brief, we recommend you meet with them first to discuss:
- your objectives
- clarify how you'll manage responses from sellers
- identify who'll be your point of contact
- contract length
- timeframe constraints or deadlines
- budget and payment approach
- selection criteria
- intellectual property expectations

When you are ready to publish:
- sign-in, go to your dashboard and click 'create new request'
- select 'Training' in the menu and 'create brief' to start
- give your opportunity a title (use plain language to explain what you need, for example, 'agile training')
- on the next page add the name of the organisation requesting the training
Description of training
The learning design standards (LDS) are a guide for providing training in agile delivery, user research, content design and digital foundations (more units will be added later). Select 'other' if you need sellers to propose a training structure and approach for any other digital capability.

Sellers will outline how they plan to cover the type of training you've asked for in their proposals. This won’t include final training materials yet — you can work this out at a later date with the seller. In this section you'll also specify:
- the reason for the training
- the audience
- length of training
- training methods

Try not to be too specific with your requirements. Sellers can help recommend the best approach based on your audience and needs.
Timeframes, location and budget
Make sure you factor in time to discuss your needs and prepare materials. If you don’t need any preparation, state the date you would like training to start.
Time constraints or deadlines
Provide any time constraints or deadlines which sellers should know about. For example, your workflow may mean that the “seller is to complete the training by 18 September 2018.”
Enter the cities or regions and states or territory the seller needs to deliver the training.
Enter your ideal budget range. You may consider if you're willing to be flexible on this, if the right seller responds. This can also help with an accurate breakdown of costs in seller proposals.
Length of contract
Contracts should cover the entire engagement with a seller. This includes both the preparation and delivery of training and must be no longer than 12 months. If it is longer, specify if you’ll consider building in extensions.
Sellers are more likely to submit a response if this is 'open to negotiation'. This may mean that sellers own the IP but license it out to the Commonwealth.
Additional terms and conditions
List any extra terms and conditions not listed in the Master agreement.
You must add weightings for:
- technical competence; the seller’s ability to deliver the outcome
- cultural fit
Give sellers a clear understanding of any criteria to help inform their proposal. Essential skills are what the seller must show they can deliver. Nice-to-have skills can help you distinguish sellers with similar proposals.
- All sellers who respond will submit a proposal, costings and résumés through the Marketplace.
- Select any other methods you need for evaluation. You’ll need to request these via email from the sellers you're evaluating.
Write a summary of your brief
The summary will appear at the beginning of the brief. It helps sellers decide whether or not to view your brief in full.
Question and answer session
While the brief is open, you must answer any questions posted by sellers. You can also hold a question and answer session to explain your needs and answer any questions.
Review then publish
Please check your brief before you publish it. Once published, you can’t go back and edit it.
